Winstar Road Supply provides advanced traffic safety, speed monitoring, and license plate recognition solutions for municipalities, law enforcement agencies, transportation departments, communities, campuses, and other authorized organizations.

The Winstar™ Municipal Enforcement Speed Radar LPR Camera System combines Doppler radar technology, high-resolution imaging, automated license plate recognition (ALPR), and the WinstarCloud™ management platform to collect vehicle speed, direction, imagery, license plate information, and traffic-event data from a remotely managed roadside installation.

Designed for permanent or temporary outdoor installations, the system features IP-rated component enclosures, AC or solar power options, cellular, Wi-Fi, and Ethernet connectivity, and secure web-based system management.

For long-term installations and higher-volume applications, Winstar recommends A/C wired power with a direct Ethernet connection when available. Installation should be performed by a Winstar Professional Installation Partner or other qualified contractor in accordance with Winstar installation requirements, project specifications, and applicable governmental requirements.

Each Winstar Municipal Enforcement Speed Radar LPR Camera System is custom made to order. Please allow approximately 1–3 weeks lead time for standard configurations. Government enforcement projects, custom configurations, testing, commissioning, or agency approval requirements may require additional lead time.

Traffic Monitoring, Warning Notices & Enforcement Workflows:

Traffic Monitoring

The system may be used for traffic-data collection, speed analysis, vehicle-event monitoring, ALPR applications, and other non-citation traffic-safety applications, subject to applicable privacy, data-retention, and data-use requirements.

Warning Notice Programs

Authorized organizations may review qualifying vehicle events and use WinstarCloud records to support educational or warning-notice programs where permitted by applicable law and organizational policy.

Government-Authorized Citation Enforcement

The Winstar platform is designed to support automated enforcement workflows when the system has been specifically configured, tested, commissioned, and approved for that purpose and its use is authorized by the responsible governmental or law enforcement agency.

Purchase or possession of this equipment does not independently authorize the purchaser to issue traffic citations, impose civil penalties, or operate an automated traffic enforcement program.

Customers intending to use the system for governmental citation enforcement should contact Winstar Road Supply before ordering so that the proposed application, jurisdiction, system configuration, installation, calibration, documentation, and agency requirements can be reviewed as part of the project.

Warning Letter & Citation Processing Options:

  • Agency-Managed – Authorized agencies may review event records in WinstarCloud and, where legally permitted, use approved records as part of the agency's own warning-notice or citation-processing workflow. Official enforcement decisions, notices, payment procedures, and collection activities remain subject to applicable law and agency authority.
  • Winstar-Managed Administrative Services – For eligible governmental programs and where permitted under an authorized contract, Winstar may provide administrative support such as event processing, document preparation, printing, mailing, reporting, payment-processing integration, and related program services. Speed Radar, High-Resolution ALPR & Secure Event Review

A purpose-configured roadside platform for public-sector traffic monitoring, warning programs, and—only where separately approved—governmental citation enforcement. It combines vehicle speed and direction data, camera imagery, license plate recognition, and connected record management.

100 mRadar Detection Range (up to)
12.3MPSony Imaging Sensor
IRBuilt-in Night Vision
ALPRPlate & Vehicle Events
01

Doppler Speed Radar

Captures motion, speed, and direction information for agency-managed roadway studies and qualifying traffic-event workflows.

02

Camera & Plate Recognition

Sony IMX477 imaging, Full HD capture, motorized zoom, rear-plate ALPR, and built-in infrared night vision for day and night monitoring.

03

WinstarCloud Event Review

MUNICIPAL APPLICATIONS

Three Distinct Traffic Program Workflows

This system can support different public-sector goals, but traffic monitoring, warnings, and governmental citation enforcement carry different technical and legal requirements.

01

Traffic Monitoring & Studies

Gather speed, direction, camera, and ALPR event data for authorized roadway analysis and traffic-safety planning.

02

Educational Warning Notices

Use agency-reviewed vehicle events for warning or outreach programs where organizational policy and applicable law permit.

03

Authorized Enforcement Programs

Support an official citation workflow only with the responsible government's authorization, approved configuration, verification, and procedures.

AGENCY DATA MANAGEMENT

Event Review with WinstarCloud

WinstarCloud supports compatible speed-event, vehicle-image, and license-plate records along with filtering, export, and controlled user access. Human review and agency operating policies remain important for government programs.

01

Recorded EventsReview speed, plate, imagery, date, time, and device information available with the selected configuration.

02

Access & Retention PoliciesDefine authorized users, retention periods, data handling, and agency review requirements.

03

FREQUENTLY ASKED QUESTIONS

Municipal Enforcement System FAQs

Practical answers about enforcement authority, system capabilities, installation, and service terms.

Can this system automatically issue speeding tickets?

Not based on purchase alone. Citation enforcement requires governmental or law-enforcement authorization, an appropriate system configuration, approved installation and verification, and compliance with the rules of the jurisdiction. Any citation decision remains subject to the responsible agency's procedures.

What is different from the standard Speed Radar + LPR camera system?

This listing is positioned for government program planning, agency review, documented testing and commissioning, and possible warning or citation processing arrangements. It does not establish automatic enforcement eligibility in every jurisdiction.

Does it include license plate recognition and infrared night vision?

Yes. The current offering includes rear-plate ALPR, Full HD Sony imaging, motorized adjustment, and built-in infrared night vision. Optional front-plate and specialty configurations should be confirmed when ordering.

How many lanes can the system monitor or enforce?

The product describes two-lane standard traffic monitoring and configurations up to four lanes for monitoring. The number of lanes eligible for citation use depends on agency approval, installation geometry, sensor configuration, vehicle-to-measurement association, and applicable law.

Does the system require wired power and internet?

Wired AC with direct Ethernet is recommended for permanent, high-volume deployments. Solar/battery, Wi-Fi, cellular, and optional satellite connectivity may be available for suitable configurations after site and operating requirements are reviewed.

What is included with WinstarCloud?

The current product listing includes one year of WinstarCloud platform access and a first-year 4G/5G data plan with a qualifying configuration. Renewal pricing, storage, connectivity and any contracted administrative services should be quoted specifically for the agency's program.

Can Winstar print or mail warnings or citations?

Agency-managed workflows and Winstar-managed administrative support are described as possible arrangements. Such services require an eligible governmental program, legal authorization, and an applicable contract. Winstar does not independently exercise governmental enforcement authority.

Does the system need calibration and commissioning?

For agency programs, the proposed installation, radar alignment, imaging, data integrity, calibration/testing requirements, verification procedures, and evidentiary workflow should be reviewed with the responsible agency before enforcement operation.

What warranty and lead time apply?

The current product listing describes a two-year system warranty and one-year battery warranty. Standard configurations are listed at approximately 1–3 weeks; custom projects, approvals, testing, and commissioning can add time.
