The Winstar™ Municipal Enforcement Speed Radar LPR Camera System combines Doppler radar technology, high-resolution imaging, automated license plate recognition (ALPR), and the WinstarCloud™ management platform to collect vehicle speed, direction, imagery, license plate information, and traffic-event data from a remotely managed roadside installation.

Designed for permanent or temporary outdoor installations, the system features IP-rated component enclosures, AC or solar power options, cellular, Wi-Fi, and Ethernet connectivity, and secure web-based system management.

For long-term installations and higher-volume applications, Winstar recommends A/C wired power with a direct Ethernet connection when available. Installation should be performed by a Winstar Professional Installation Partner or other qualified contractor in accordance with Winstar installation requirements, project specifications, and applicable governmental requirements.

Each Winstar Municipal Enforcement Speed Radar LPR Camera System is custom made to order. Please allow approximately 1–3 weeks lead time for standard configurations. Government enforcement projects, custom configurations, testing, commissioning, or agency approval requirements may require additional lead time.

Traffic Monitoring, Warning Notices & Enforcement Workflows:

Traffic Monitoring

The system may be used for traffic-data collection, speed analysis, vehicle-event monitoring, ALPR applications, and other non-citation traffic-safety applications, subject to applicable privacy, data-retention, and data-use requirements.

Warning Notice Programs

Authorized organizations may review qualifying vehicle events and use WinstarCloud records to support educational or warning-notice programs where permitted by applicable law and organizational policy.

Government-Authorized Citation Enforcement

The Winstar platform is designed to support automated enforcement workflows when the system has been specifically configured, tested, commissioned, and approved for that purpose and its use is authorized by the responsible governmental or law enforcement agency.

Purchase or possession of this equipment does not independently authorize the purchaser to issue traffic citations, impose civil penalties, or operate an automated traffic enforcement program.

Customers intending to use the system for governmental citation enforcement should contact Winstar Road Supply before ordering so that the proposed application, jurisdiction, system configuration, installation, calibration, documentation, and agency requirements can be reviewed as part of the project.

Warning Letter & Citation Processing Options:

• Agency-Managed – Authorized agencies may review event records in WinstarCloud and, where legally permitted, use approved records as part of the agency's own warning-notice or citation-processing workflow. Official enforcement decisions, notices, payment procedures, and collection activities remain subject to applicable law and agency authority.
• Winstar-Managed Administrative Services – For eligible governmental programs and where permitted under an authorized contract, Winstar may provide administrative support such as event processing, document preparation, printing, mailing, reporting, payment-processing integration, and related program services. Availability and scope depend on applicable law, governmental authorization, procurement requirements, and the applicable contract. Winstar Road Supply does not independently exercise governmental enforcement authority or independently impose traffic fines or civil penalties.
